Thirty years ago:
· California’s StateColleges and Community Colleges were free
- California’s Public School system, K-12 was rated #1 in the nation.
- Counties and cities had more funding for transportation, health and other services.
Now:
- Our Public School system, K-12 is 47th in the U.S. More families pay for private schools
- The cost of California’s StateColleges and Community Colleges is increasing beyond the means of many working class families.
- Teachers are being layed off.
- Funding for affordable housing and public transportation is scarce.
What happened?
Proposition 13 happened. With no penalty for withholding land from the market, laws and policies promoted speculation and sprawl, all at very low tax rates. Many corporations: banks, insurance companies, hotels, etc. are still being taxed 1979 rates. That's billions of dollars each year not available for schools, teachers and other public employees
Each year less and less state money went into local school districts: we got larger class sizes, fewer necessary programs, fewer classes at the community college level along with spiraling costs.

Assess Corporate and Non Residential Property at market value. Rates for individual homeowners would not change.
This reform alone would raise about $5 billion for cities, counties, and scools. It would improve our schools, infrastructure, public safety, and job creation.
Both Republicans and Democrats have opposed this solution. Republicans are only interested in pressing for massive spending cuts and regressive taxes; Democrats fail to press for these changes and concede to massive cuts. This is how we went from #1 to #47. Isn’t it time to be #1 again? Isn’t it time for the solution?
